Subject: Cover crop care

My winter cover crop is really coming on and I was wondering if its best to cut it back and by how much?
Also, since I am not digging it in until needed should I leave the cuttings on the surface or rake them off and compost them?

Patch on right is mainly rye, patch on the left is mainly vetch that is growing back but with some think patches of rye

I was always told If I wished to increase my organic matter. To cut it right before it seeds, then allow it to dry on the surface and till it in after a few days. Otherwise it is just simply a green manure
