Federal legislation In December 2007, many of these state efforts became moot when the federal government enacted the Energy Independence and Security Act of 2007, which requires all general-purpose light bulbs that produce 310–2600 lumens of light[33] be 30% more energy efficient (similar to current halogen lamps) than then-current incandescent bulbs by 2012 to 2014. The efficiency standards will start with 100-watt bulbs in January 2012 and end with 40-watt bulbs in January 2014.

Light bulbs outside of this range are exempt from the restrictions. Also exempt are several classes of specialty lights, including appliance lamps, rough service bulbs, 3-way, colored lamps, stage lighting, and plant lights.

By 2020, a second tier of restrictions would become effective, which requires all general-purpose bulbs to produce at least 45 lumens per watt (similar to current CFLs). Exemptions from the Act include reflector flood, 3-way, candelabra, colored, and other specialty bulbs.[34]

Oh crap I was planning on importing mine from the USA. We have the same legislation here. I'm not switching to mercury laden cfls and I hate the light from LEDs . I think I'll go with candles in my house before that. If you use lights in your cold frames the rough service bulbs are worth the expense.

You can get incandescents in some places sold as 'novelty heaters'. Someone in Germany started selling them that way to get around the legislation...

Here, we are mostly CFL's in-house now, I just purchased two 5500k to experiment with (one is an 85w 'photographer's bulb' so it is 300 watt equivalent) as a lot are praising them compared to Halides for early season plant starting.

In fact I got the bulbs about 14 hours ago as of this posting, the smaller 25w (100 watt equivalent) is a noticeable improvement. Much brighter and whiter, and even 'cheerier' (I am suseptible to SAD). Not to mention taking pictures of stuff on desktop, much better quality and truecolor.

I also have some LED's installed, it totally depends on what sort you get and how they are setup and installed. I have non-flickering ones for night/task lighting and they are doing very well, and ordered some in specific wavelengths to use (red and blue) for seed starting.

There IS a difference in my electricity bill. Hoops I still use brooder lights and they won't discontinue them anytime soon. (heat and light). I use 250's in ceramic base reflectors.

Also seen Thursday, on shelf, new generation of CFL's that tout ZERO mercury. That should spread through industry.

If you changeover all at once that can hurt, I started using CFL's in 2004, I think there are two incandescents in the house and three outside, left. And to be replaced in near future as they die.

CFL's and LED's need to be a lot cheaper, I SO agree on that!

Specialties such as infrareds will continue to be made, just the common place white light edison base light bulbs 40 to 150 watt are being phased out. Greater than 150 watt whites will be exempt.(check wikipedia, it has a quick summation, that's where I got the numbers)
