Since I am no where near the ocean, how would fresh water lake weeds be for a mulch?

In our area, lakes have an invasive weed called milfoil and it can be harvested and used as a mulch and does provide nutrients for gardens as well as supplying OM.
There have been a bunch of studies done on the topic, one is here at;

Find out what kind of fresh water weeds they are and then just do a simple google search on it and you will be amazed what you will find.
