Rules can be hard to interpret.
In Article 1 section 5 if you look down to C) which is right below where it says you need at least 3 judges and no more than 5, here is an example of a rule, that I think, needs clarification.
C) Judges for a weigh-off will consist of any combination of the following:
club/grower representative, site coordinator, site representative, and two experienced growers.
C) stated as such could indicate that if experienced growers are utilized, two must then be used not just one experienced grower alone. C) could also mean with the use of the phrase 'and two experienced growers' that two experienced growers must be present in combination with a club/grower representative, a site coordinator or a site representative to make up the no less than three and no more than five judges required.
So C) might read:
Two experienced growers will be judges in combination with one or more of the following: a club/grower representative, site coordinator, site representative
Or:
Judges for a weigh-off will be any combination of the club/grower representative, the site coordinator, the site representative, two experienced growers.
Or:
Judges for a weigh-off will be a combination of the club/grower representative, the site coordinator, the site representative, no more than two experienced growers.
This, of course, does not give any guidance to what an experienced grower might be. Some minimal standard should be attached. Perhaps an experienced grower Is one who has competed in at least one preceding GPC event. So this could yield:
C*) Judges for a weigh-off will be a combination of: the club/grower representative, the site coordinator, the site representative, no more than two experienced growers. An experienced grower being defined as an individual who has competed in at least one preceding GPC event.
