Hi, I’m worried about vine borers ruining my season before it even gets started. I’m fairly certain one of my plants had them last year and while I did remove the plants, there is a chance the larvae remained in the soil over winter. Once I till this year, would application of anything (organic or not) take care of any possible larvae before they have a chance to wreak havoc on my young pumpkin plants? I just read that they can remain in the soil over winter.

I wouldn't necessarily worry about any grubs currently in the soil. New SVBs will just migrate in next summer anyway. You'll probably want to use a systemic like Merit (Imidacloprid), and/or this stuff:

Also, perhaps this'll be unrelated to your exact situation, but 'before I till this year' is generally a better order of things to incorporate any soil additives - such as fertilizer and Mycorrhizae - you wouldn't till and then put anything on after, as tilling is TO incorporate items; Just a minor yet important distinction.
