I was at Port Elgin on the weekend and was told to leave the root on my sunflower next time because they measure that too when measuring for length. That doesn't seem right to me. What's the rule for tall sunflower measurements? I saw some with 6 inches of root sticking out the bottom that was measured and included in the length.

That is incorrect. The roots must be taken off. The measurement is from the bottom of the stalk (which might have been an inch or two under the ground) to the top of the highest petal on the flower and measured in a straight line.
