What is the normal cost for a 4 x 5" bubble with 3-4 seeds via USPS first class, with no tracking.

depends on how nice your local post office is. I have paid 1 dollar this year and 3. Depends on how the postal worker views the envelope.

3.62? if it will fit through the 1/4 inch slot it can go for two stamps... some seeds can get crushed in the rollers though that way.

FYI I had several packages/ bubbles returned to me with a note from the post office saying. This is being returned to you because we no longer accept any envelope over 1/2 inch with stamps.

the only one I sent this year without making it over 1/4 inch thick with $4 postage all of the seeds were broken on arrival. I think usually they can be sent for $3.80 but if they are going between the east and west coasts they may be over $4.

If its going on a plane they may refuse it if its not taken to the PO to be inspected before shipment due to hazardous material

All bubbles no matter what the size are defined by the post office as parcel. Price is determined by zip code mailed to and weight. Under 4 oz. and mailed within a state or two will likely be 3.80. If your mailing the same bubble across country it will be 4.20. Bill is correct in that if the bubble is 1/2 inch or larger you have to go to the counter so you can answer the "is it hazardous material or a lithium ion battery" question.
