Hello, I would like to build a wind fence but don’t know what the black material is called.
I see companies in construction using it for various applications.

It’s not filter cloth and I don’t think it’s poly
It’s about 3-4 feet wide, black and comes in a roll...and it’s shiny (I think)

Anybody know what it’s called?

Sometimes you can get silt fence with wood posts attached. Just pound the first post in. unroll and pound in the next post as you get to it. Places that sell erosion control products to earthmoving contractors have it.

Joe, Home Hardware carries it but Home Depot and Lowe’s likely do also. Easy to use when the posts are already attached or you can buy it by the roll.

Easy fence small holes 4 ft tall x however long you want google green easy fence I think that’s how I found my 300 foot rooms works good and it’s stretchy

Unless your mind is made up, maybe try safety/snow fencing.
Silt fence is fine at erosion control, but in my past experience dog shit as a wind barrier.
