I know my organic matter is low and my PH needs to come down. I am in the process of adding approximately 1500 bags of leaves and approximately 4" of cow and horse manure across entire patch before plowing under for the winter and putting a cover crop on top (patch size is 100' by 50'). I really have now idea about the rest of the test. If anyone has any suggestions, I'd love to hear them.

I don't think the pH needs to come down, you might want to add some lime. Everything sounds ok and with everything your adding it should be great next year. I'm sure Andy or some other soil expert will chime in though.

like you said your OM could be better. and Ben is right your pH is fine. your Ca/Ma ratio of 8 is good. Your N and P seem low but N levels can vary widely from test to test in the same soil.
Where did you have your test done ? they should provide a normal range for each item. usually AG growers have everything in the high to very high range.

Had my test done by A&L Labs in Modesto, CA. They do have it graphed as to what is high and what is low. So, I should try to put everying on the graph to the high side?

yes you want most everything on the high side. of course there are a few things you don't want high... like pH, salt, harmful elements like lead and other toxic heavy metals.

Soil test looks fine....Ph anywhere between 6.8-7.0 is good.......organic matter is fine.......should be able to grow a biggy with that soil
