is there any recommended herbicideds to till into the patch in the fall to kill weed seeds overwinter?
any advice on herbicides and weed control and products designed to kill weeds or have a window of time where i will be ok by spring for planting?
all advice on controlling weeds and herbicides will be greatly appreciated.
the chickweed is out of control in my patch.

Oganically - Corn Gluten is a good pre-emergent.

Basamid would work, but if Chickweed is all you're dealing with, it would be overkill.
Roundup works well for emerged Chickweed. So does the reduced risk pesticide "Scythe".
But Chickweed is a winter anual. As such fall applied pre-emergant herbicides of the dinitroanaline family (yellowish/orange herbicides) like Pendimethalin or Tirfluralin are very good & will have degraded from the patch by spring.
That said. Chickweed is also a weak little plant & I just keep tilling & hoeing until the ground freezes or until new plants stop popping up.
Don't leave small plants growing into winter though. Chickweed grows (slowly) anytime the ambient air temperature is over 13 degrees F. Even if the soil is slightly frozen! Funny plant.
