OK, Woodchuck is in heaven.

Every vine is pretty much stripped along the last ten feet. Should I cut back of will they restart along the vine???

Every pumpkin is missing from one bite to 1/3 of the fruit.
Cull and restart or will they heal?

That's a big set-back. Some of those one bite pumpkins might heal over and continue to grow if the bite doesn't go through to the seed cavity. Brusier had a serious woodchuck bite back in 2001 that healed (see pictures in his diary). Give the vines nitrogen and allow new growth to get established.
The varnmits will be back, you need to fence the patch.

Make yourself an exaust hose for your tractor....Even a five horse tiller can put out enough ruckus to get them in the den. Best time...half an hour after dark. Plug the second escape, place hose in hole and stuff burlap bags or rags around the hose. Pump them a breath of fresh tractor exaust. It is good for their nighty night snack.
