Why do you think that the borer lays it's eggs on the underside of the leaves? I have my thoughts on the subject and would like some others. To kill the eggs is my goal,before they get inside.

all the borers around here just lay them where ever they land..top,bottom,side.. they dont have a preference.

Many feel they can be KO'ed better as they awaken in your soil as young adults. Merit is a good systemic. Scimitar is a good add to for the best one two count I know. Scimitar is a super good contact spray. By the time they get to egg laying adults they are begining to be mature hardened adults. My choice is to use both. Merit goes on two weeks befor planting in the spring while Scimitar need not be applied untill you see insects of concern.
