what is a soil building cover crop that will do well here in the south. i'll be leaving it in for one full year

Check out Peaceful Valley Farm Supply, they have a lot of cover crop suggestions. Many soil builder blends, you could just about go with anything. Buckwheat would be good, to increase the organic matter. It matures quick and requires tilling before it sets seeds.
