Anything organic may be tilled in. I personally do not use anything that is ugly like wire grass, poison ivy and such. There are hardly any limits to adding organics in the fall. The material has all winter to be broken down. Fall leaves are super good for your soil.

I add as many oak and maple leaves as I can till in,in the fall. In the spring I can get bags of leaves that were sitting around someones house for winter insulation. These get tilled in and are pretty much gone in a few weeks. The pumpkins love it. I avoid pine needles and especially black walnut leaves as they are toxic.

What type of bush are they?
If grass and weeds will come up near and under the bush its probably safe to use the leaves as compost. If not dont use them. Some leaves have a high acid content and can literally kill the soil for a few years.
