With the season coming to an end I plan to put cow manure, grass clippings and leaves that will be tilled into the soil for next year. Should I put any type of fertilizer down as well. Thanks

If you are growing winter rye, then some fertilizer may be needed. If not, then wait until about 30 days before you plant. Nitrogen often is washed out with the winter rains.

check your pH and do that adjustment in the fall also.
you might consider making a big compost pile of all your stuff in the middle of your patch then till it in the spring.
