Why sulfur is used as a fungicide..to kill things

Then why doesnt sulfer kill soil biology? would adding it to water,lower water Ph extremely slow,and isnt it necessary in plant production.Doesnt it create sulfur acid as it breaks down in soil,and isnt that what the call PH down to use in hydroponic systems.
