added fresh manure to my patch last spring do I need to add manure again this year???

Fresh manure can be "hot" with nitrogen and give you problems if you put it on too thick. Fall is the best time to apply fresh manure. Soil test is always best.

Did you plant in that area last year? How did you make out?
Fresh manure as in spring manure. I've planted a lot with winter manure from stable scrapings. Sand, manure hay mix. Deal with cutworms and grubs. Always better the next year but a soil test will answer your questions.

yes I planted in the same area 501 lb 10 inches thick it was in aug before it started to grow we had a cold summer

If you don't want to do a soil test I would Till the Shit out of it...pardon the pun...and plant again. Fresh Manure is always best the second or third year. There is still plenty of nutrients available. Done it for years.

Have you thought about rotating applications of cover crops? You can choose some really good ones and work those into your soil with great success! I like this link:
