Retiree Health Benefits Prefunding
Challenge

Significant financial losses result from a legislative requirement that the Postal Service pre-fund its retiree health benefits.

SOLUTION

Adopting a traditional “pay-as-you-go” method would produce an average of $5.65 billion in additional cash flow per year through 2016.

Unlike any other public or private entity, under a 2006 law, the U.S. Postal Service must pre-fund retiree health benefits. We must pay today for benefits that will not be paid out until some future date. Other federal agencies and most private sector companies use a “pay-as-you-go” system, by which the entity pays premiums as they are billed. Shifting to such a system would equate to an average of $5.65 billion in additional cash flow per year through 2016, and save the Postal Service an estimated $50 billion over the next ten years. With the announcement of our Action Plan in March, we began laying the foundation for change, requesting that Congress restructure this obligation.

The pre-funding requirement, as it currently stands, contributes significantly to postal losses. Under current law, the Postal Service must follow a mandated pre-funding schedule of $5.5 billion to $5.8 billion per year through 2016. In 2009, Congress granted a much needed deferral, allowing us to pay $4.0 billion less than the orignally required $5.4 billion payment. This year, Congress opted not to provide this deferral.

In the absence of legislative relief, the Postal Service was required to make — and made — this year’s $5.5 billion payment to the Retiree Health Benefit Fund. We had sought a deferral of this payment to minimize the risk of defaulting on financial obligations in fiscal year 2011. This risk remains. Even with the careful stewardship of resources we are committed to in the coming year, current forecasts anticipate insufficient cash to enable the similar $5.5 billion payment in September 2011.

Given the severity of our financial situation and the fact that we already have implemented aggressive cost-cutting and productivity-improving measures, we continue to seek approval from Congress to shift away from our unique retiree health benefits pre-funding mandate. We are committed to upholding our obligation to current and former employees but wish to do so in a way that does not constrain cash flow during difficult financial periods of declining volume.

Ensuring that the Postal Service remains a viable business depends upon elimination of legislatively-imposed constraints that impede our efficient and profitable operation. Congressional action, both to restructure our obligation to pre-fund retiree health benefits and to address overpayment to our Civil Service Retirement System pension fund, is still urgently needed.

This USPS stuff is getting crazy. I saw a photo on Facebook that showed a postal van on a flatbed being taken in for repairs, with liberals accusing Trump supporters of stealing it.

Here's a thought. Maybe the Democrats want Trump to keep with his usual fashion and eliminate or change whatever Obama did because they disagreed with Obama on this one as well. But nope. Trump is only following his lead, only for possible personal gain or create an edge for the upcoming Presidential election. Trump and the GOP ran an election on health care reform. "Were gonna get rid of Obama care" they said. What do they have? Nothing. I can't help but wonder who Trump has lined up to take over the U.S. Mail when it fails on his watch?

Mark you know very well the Dems control of all three houses only lasted the first 2 years. The Dems priority was The Affordable Care Act. The next 6 years of President Obama's tenure in the White House was nothing but obstruction. McConnell, Boehner, Ryan, and last but not least Medows. The little tea party darling. Now he's the Presidents rump ranger buddy. Same guy who forced Boehner and Ryan to retire.

Yeah, sometimes in politics you need to work with the other side, make compromises. Something that a lot of politicians have forgotten. They just want to have total control, dictate to everyone else. Something that has become quite evident with the lefties. If they can't have their way, spoil it for everyone.

I have always said that Trump is a deal maker. Democrats could have gotten a lot of stuff through, but they couldn't stand to compromise. I read that Trump is willing to go for post office money if dems will make some concessions too. Will they? Or have they painted themselves into a corner with all the Trump hate that they can't compromise? Will be an interesting few days coming up.

Iowegian, Trumps only a deal maker when he comes out looking like the winner. He will lie if the doesnt, but believes he gets aways with it. His strength in negotiating is that he cares about no one but himself. That's also his weakness, because if if there is a threat he comes out looking like a chump he will cave in.

I say Trumps not willing to compromise. Democrats have tried again and again. But Trump has to appease his base and wants to get re-elected. That kinda narrows the wiggle room for him.

Of course, Trump likes to look like the winner. Doesn't everybody? And if you listen to him without the pre-determined lies turned on, he likes the win-win deal. Or as in the US Canada Mexico trade deal, it is a 3 way win. Everyone gets something from that.

The most blatant lie connected to Trump is that he is a racist. Before he announced he was a candidate, he was considered just the opposite. Just look into the actual facts, not the propaganda. And before covid panic, he had reduced minority unemployment to the lowest levels ever. But all we get is "he is a racist" constantly. The dems keep shouting this constantly, following the tactic of one of their historical heroes from Germany. Tell a big enough lie loud enough and long enough and people will start to believe it.

Well, I have heard the lie enough. I cast my first vote in a presidential election for Richard Nixon. Not because I wanted him to win, but because I thought losing an election was too good for him. I wanted to see him humiliated, and I got my wish. I made a promise to myself to never vote republican. in 48 years I only voted for 2 republicans; a state representative who had the guts to stand up to long time republican governor Robert Ray and Charles Grassley, the hardest working US senator ever. In 2016 I couldn't stand Clinton and refused to vote for Trump because he was a republican. Over the past 4 years, the actions of Trump and the democrats convinced me that I will never vote for a democrat for anything above a county level job. And I will vote for Trump. A few months ago I thought that I would have to hold my nose to vote for Trump but that has changed. And do you know why? It is not that I like Trump that much. It is all the disrespect from democrats. Like Hillary's deplorable comment right down to "Sounds like somebody has been deceived". Sorry democrats, but insulting me will never win me over to yo

Are they the same polls that had Hilary winning by a landslide in 2016. The ones George Stephanopoulos gets a woody over when he reads them to the American people every morning. I wouldn't put to much stake in the polls again this election either. Most of them are a poll of 75 percent democrats anyway.

Whether or not you believe the polls believe one thing. If enough people exercise their Constitutional right to vote there will be no doubt as to who won. Despite GOP voter suppression laws. Trump's postmaster general has been caught removing over 500 high speed mail sorting machines. The kind that sorts election ballots. As well as removing drop boxes across the country. It was a postal worker in Waterloo Iowa who fist blew the whisle on theses traitor's! Typical Trump who can't win fairly so he cheats steals and lies hey just like the first time. What a looser!
