Got my soil test back today. I was surprised what I have and what I need to do.Its not phytophthora or Pythium or Fusarium.Its Rhizoctonia a root pathogen caused by warmer soils..Thats why they stop when it gets warm outside in late June and July.Its a hard pathogen to control.So no more manure ,straw,hay or compost for awhile.Some fungicides can help with the problem but may not completely control it. But its a start to final get answers.Also my soil levels are off the charts causing plants to stress to help the pathogen get going.
