Here is a thermostat I put together for $12, it can control heat mats , underground cables or greenhouse basically anything under 10AMP I will post links to amazon. The directions for the operation are not very good but other than that it seems to work great, you can set it to a 1 degree variance, meaning you could set it to turn off at 95F and turn back on at 94F. Prices fluctuate I got mine for $10
There are several models so check carefully before buying, some are in Fahrenheit or Celsius, 110v or 220v.
This model will control one device and be set to turn something on to heat, or turn something on to cool

Another type has 2 relays so it can control 2 devices , one to cool(like a fan) and another to heat (heat mat)
