So here is my new germ chamber.. Much smaller and much more accurate than my first design. This is only 10" x 14" and uses a digital line voltage thermostat and a cooling fan as the heat source. Yes, the cooling fan is the heat source. In my trials I have managed a 1 degree F accuracy and temps stay @ 86-87f.
