So I started with soil heating, I have laid half inch piping 12 inches deep and about 12 inches apart which will recirculate heated water. Plants have been slow to get going but are picking up now. Managed to keep soil around 25C (77f) and air temp hasn't dropped under 10c (50f) in green house, so heating plans are working well.
